We at the Louisiana Housing Finance Agency are proud to present our recently updated 2008 Housing Needs Assessment. As the steward of affordable housing, our mission is to ensure that every Louisiana resident is granted an opportunity to obtain a safe, affordable, and desirable place to call home. As a part of this mission, we have provided demographic, economic, and housing analysis for all 64 of Louisiana’s parishes. This website will help to accomplish our goal by providing the tools necessary for public agencies and housing advocacy groups to identify where and what type of affordable housing is most needed.

This project is especially critical today as we rebuild our state from the devastation left by hurricanes Katrina and Rita. Prior to the storm, there were approximately 300,000 households in need of affordable housing. In September and October of 2005, over 515,000 units were damaged—nearly 40 percent of Louisiana’s occupied housing stock. This unprecedented loss of housing unveiled the deeply entrenched poverty that afflicts our state. Now, Louisiana’s need for affordable housing is the principal obstacle to its full recovery from the storms.

This website provides a parish-level analysis of affordable housing needs before the storm and incorporates the damages caused by Hurricanes Katrina, Rita, Gustav and Ike, as well as more recent demographic and income data, to arrive at a more current assessment of housing needs throughout the state. Additional features include a summary of Road Home data, subsidized housing units in the pipeline, and estimated current and future housing demand based on existing and forecasted populations. Users have the option of creating custom reports by parish, view statewide evaluations and map select indicators at the statewide level. The site also provides statistics related to population, the economy and existing housing stock to assist the user in forming an overall understanding of area dynamics.

The LHFA will use the information set forth in the housing needs assessment to target areas with the most need. In addition, we hope to facilitate the private sector and other housing interests to share our goals, so that we may work together most effectively in order to ensure an equitable and sustainable future for our state.
